Agricultural and rural (agriculture and animal husbandry) departments (bureaus, commissions) of all provinces, autonomous regions and municipalities directly under the central government, sports administrative departments, agricultural and rural bureau of Xinjiang Production and Construction Corps, cultural and sports radio, television and Tourism Bureau:

Basketball has a broad mass base in our country’s villages and is well received by the peasants. In order to thoroughly implement the spirit of No. 1 Document of the 20th National Congress of the Communist Party of China and the Central Committee in 2023, promote livable and appropriate industry and the construction of American countryside and the high-quality development of farmers’ sports, it is decided to organize and carry out the National and American country basketball competition (village BA). The relevant matters are hereby notified as follows.

I. Purpose of the competition

The competition aims to strengthen spiritual civilization construction in rural areas and enhance the fitness awareness of farmers. By holding a national, mass and rural basketball competition full of agricultural interests, it highlights the style of farmers in the new era, shows the rural style, and leads the rural fashion, create a strong atmosphere in which the whole society cares about livable and suitable industries and the construction of American villages, and help to comprehensively promote rural revitalization and accelerate the construction of a powerful agricultural country.

II. Competition organization

The competition was guided by the rural social undertakings promotion department of the Ministry of Agriculture and rural areas and the mass sports department of the General Administration of Sports. The Chinese peasant Sports Association was jointly sponsored by the group department of the All-China Sports Federation, and the Chinese Basketball Association provided technical support.

III. Competition principles

Adhere to the main body of farmers. Respect the wishes of the masses, fully mobilize the masses, set up the participating team with farmers as the main body, and let farmers participate more and participate happily.

Adhere to pragmatic simplicity. Make full use of the existing facilities to simply run the competition, without extravagance and waste, without arbitrary charges, and without increasing the burden on the grassroots and farmers.

Adhere to safety and order. Always tighten the string of safe competition, scientifically design emergency plans, comprehensively eliminate potential risks and ensure the safety and order of the competition.

Adhere to agricultural interest and taste. The competition organization fully displays the rural characteristics, reflects the local charm, and does not seek for the ocean or make superficial articles.

IV. Event arrangement

The major competition is divided into three stages: grassroots competition, regional competition and finals.

(1) The first stage: grassroots competition (June-July). Each province uses agricultural leisure to organize grass-roots rural basketball matches by itself, and the organization form is self-defined, without making rigid requirements. All regions are encouraged to combine the competition activities with farming and farming seasons and folklore festivals, and with local cultural display, agricultural products exhibition and rural tourism, so as to hold basketball matches in villages, make farming interests and make farming tastes. Those who have already carried out provincial competitions can not be repeated.

(Ii) Phase II: Regional competition (August-September). Each province launched two teams in towns (villages) as provincial teams to participate in the regional competition. Four divisions are set up in the whole country, including Southeast, Northeast, Northwest and Southwest, and provincial team competitions are held in sub-districts. The winning team in each division advanced to the third stage finals.

(Iii) the third stage: Finals (October). The First National and American country basketball competition (village BA) finals will be held in Taijiang county, Guizhou province.

The specific arrangement of the regional competition and the finals will be notified separately by the China Farmers’ Sports Association and the group department of the All-China Sports Federation.

V. Relevant requirements

(1) strengthen organizational leadership. The agricultural rural areas and sports departments of the venue of the event should strengthen the organization, leadership and overall coordination of the event work, strengthen publicity, cultural tourism, transportation, public security, health and health, emergency management, meteorological departments work together to formulate work plans, clarify the division of tasks, and ensure the smooth holding of events.

(2) strict work discipline. In the process of holding the competition, strictly abide by the eight regulations of the Central Committee and the spirit of its implementation rules, prevent formalism and extravagance and waste, and strictly prohibit taking the opportunity to charge farmers for profit. Strictly implement the relevant work requirements of national sports events, strengthen the management of the team of athletes, and strictly implement the rules of events, codes of conduct and other relevant regulations to ensure that there is no problem of Gypsy style competition discipline.

(3) strengthen security precautions. Strictly implement the requirements of “who hosts and who is responsible”, “who undertakes and who is responsible”, “one activity, one plan” and “hierarchical and hierarchical management”, establish and improve the safety working mechanism, formulate targeted emergency response plans for all kinds of risks and emergencies that are easy to occur in the event activities, implement safety responsibilities, resolutely prevent safety risks, and keep the safety bottom line. Implement normalization measures and do a good job in the prevention and control of the new Crown epidemic.

(4) publicity of plus-sized activities. Give full play to the role of traditional media and new media, publicize the event activities in multiple channels and ways, and form an all-media communication matrix. Pay attention to the promotion of events in a way that people like to see and see, guide farmers to actively participate, tell farmers’ sports stories, attract widespread attention and support from all walks of life, and form a healthy and upward atmosphere of public opinion.

(Five) do a good job in team registration. All provincial agricultural rural and sports departments should complete the preliminary examination of provincial team formation and player qualification before July 15 in accordance with the relevant competition requirements of competition regulations (see attachment), according to the notice of the second stage of the regional competition, the team information will be reported to the China peasant Sports Association.

(Vi) summarize the results in a timely manner. All provincial agricultural rural and sports departments should summarize the development situation and achievements of local grassroots competitions in a timely manner, and report to China Farmers’ Sports Association before the end of September.
